### Proposal
XCM transfers from users in the Picasso parachain credit account have become stuck due to incompatibilities with XCM v3.
We propose the use of sudo operations in order to clear and revert the stuck transfers back to the affected user accounts.

Additionally, we propose the allocation of 1,000,000 PICA from the Picasso treasury to 5GF8HUxZ1tCHWVZMoGVqDWe8EtdnKznHEbaguRQNqvMkw34H in order to be used for testing purposes


The proposal outlines developments for Subsquare and Dotreasury, including retroactive work and new features. Subsquare enhancements involve Collectives support, governance statistics, and UI improvements. Dotreasury plans for a dark mode, spend statistics, and better filtering options.
