This proposal will allocate 100,000 PICA to Notional DAO to assist in costs for relaying fees associated with testing and operation of Composable’s hyperspace relayer.

PICA tokens will be drawn from the ecosystem incentives multisig address `5upPPwmpXUp3yrgx6erAzr84BfywuhVhKCeza5MGmBY8wJCK` and sent to Picasso address `5yk9a9fw6Cw5Py9HjbX38vXWshWZKR3eQArdbnwkd9xVU5aA` controlled by Notional. 

- 100,000 PICA tokens will be given to Notional DAO.
- The tokens will be used to cover costs for testing and operating Composable's hyperspace relayer.
- The tokens will be taken from the ecosystem incentives multisig address.
- The tokens will be sent to a Picasso address controlled by Notional.
- This proposal is to provide financial support to Notional DAO.
