This proposal will reconcile bridged PICA transferred to assist in the Centauri Cosmos launch in order to initialize validators, launch StreamSwap LBP, and seed liquidity pools. The purpose of this proposal is to ensure PICA remains in the proper multisig. This proposal does not allocate any additional PICA other than that which has been allocated through previous governance proposals and will simply net out accounting of tokens. The following actions should be taken:

i) Transfer 142,194,681.005 PICA from `5vyM9zBnib8jhZkL3HAhWCCEQwqNhQ6z12wqKrAQdVGjshgU` back to ecosystem incentives multisig `5upPPwmpXUp3yrgx6erAzr84BfywuhVhKCeza5MGmBY8wJCK`

ii)Transfer 1,000,000 PICA from incorrect escrow address `5z7QRVsBvf7BiS4Erw74GzmJU1BNiJ1dwKoJ9Z7t6b6hDrBA` back to Treasury Multisig `5uMNuPRaGaJ6BXoys1Myi5gioCsc5dMux4A6R2dnxGPcNoHm`


 - This proposal is to reconcile PICA transfers to prepare for Centauri Cosmos and StreamSwap launch. Specifically, 142,194,681.005 PICA will be returned to the ecosystem incentives multisig, and 1,000,000 PICA will be returned to the Treasury multisig. The proposal does not allocate additional PICA.
