This referendum is to send an XCM message to the Kusama relay chain. After the Kusma runtime upgrade to v 1.0, the relay chain assumed we were using XCM v2, this message was sent to update the Kusama relay chain that Picasso is using XCM v3. 


Problem Statement:
- The Kusama relay chain assumed that Picasso was using XCM v2 after a runtime upgrade, but it is actually using XCM v3.

Significance:
- Ensuring that the Kusama relay chain is updated with the correct version of XCM being used by Picasso.

Proposed Solution:
- Send an XCM message to the Kusama relay chain to update it with the information that Picasso is using XCM v3.

Expected Outcomes:
- The Kusama relay chain will be updated with the correct version of XCM being used by Picasso.
