Due to a widespread issue on Kusama after the v 1.0 runtime upgrade, there was a period of time before the Composable team deployed a hotfix in which XCM transfers for KSM failed and remained on the sovereign account. This proposal is the third of three batches to mint the proportionary transfers on Picasso directly to the user accounts that failed to the receive the KSM.
