We seek to implement strategic initiatives to bring PICA to Solana as a native SPL-token. This will give Solana native users the opportunity to acquire PICA ahead of the mainnet launch of Solana IBC.

The parameters set for this operation are as follows:

- Amount of PICA to be placed in escrow: 165,000,000 tokens
- Amount of SPL-PICA to be minted on Solana: 165,000,000 tokens. This includes LBP, pool incentives, and vault incentives.
- Decimal specification for SPL-PICA: 6 to 9 decimal places
